Hegnes er utdannet cand. polit i sosiologi fra Universitetet i Oslo i 2003, med kultur- og forbrukssosiologi som spesialisering. Han ble ansatt ved SIFO i 2005 hvor han i hovedsak arbeider med temaer knyttet til mat og dyrevelferd.

Hegnes har tidligere vært ansatt i Oppholdsavdelingen i Utlendingsdirektoratet.
